Businesses that are building or renovating places of public assembly must have their plans approved. Plans are approved by the New York State Department of Labor (NYSDOL).
Places of public assembly are places where 100 or more people assemble for recreation. These places include theaters, assembly halls, places with bleachers, and large tents.
Venues owned or operated by certain groups are exempt. Exempt groups include religious organizations, public associations, public libraries, and larger hotels.
